Planning

Any planning applications within the Parish are referred from the County or District Council to the Parish Council to enable us to consult neighbours in the case of a small application, say a rear extension to a house, or far more widely if the planning application is likely to have an effect on the Community as a whole.

Similarly, the Parish Council was consulted about Harrogate's District Plan, which will determine the shape of planning and building in the area for the next 10 years. We made various representations on the District Plan in respect of development within Tockwith and also made submissions in support of other Parishes on wider issues.

Under Harrogate's Right to Speak scheme, the Parish Council has a separate right to appear before Planning Committee meetings to support or object to applications where this is in the interest of the Parish as a whole. We will also speak out if we think a particular applicant is not getting a fair deal from Harrogate's planners. This does of course mean that we need to hear from you about what you think. All planning applications are discussed at our monthly meetings. We always give people a right to express their opinions at these meetings and we value the comments we receive, as we want to ensure that we truly present the views of our community to the planners.

 We are also able to press for enforcement action when planning law is breached by a developer or landowner to the detriment of neighbours.

LINDEN HOMES  

FINAL UPDATE  -  NOVEMBER 2016

Planning permission was approved on 21 November 2016 for 126 houses.  There are 34 conditions imposed on the developers, Linden Homes.

UPDATE - May 2016

Following the Planning Committee meeting held on Tuesday 26 April 2016. The Committee resolved to delegate the granting of planning permission, subject to a legal agreement covering several matters, including payments towards Education provision, public open space and highway improvements. It was also resolved that an additional drainage condition be added, to the effect that the developer has to prove that the existing sewage system can cope with existing levels of sewerage and any necessary improvements can be made to deal with the extra load due to the proposed development.

 

Proposed Residential Development at Southfield Lane, Tockwith - 127-150 dwellings

 The Planning Committee met on 22nd December 2015 to hear the Linden Homes Amended Planning Application proposing a 150 dwelling development.  Cllr Norman Waller presented a 3 minute speech to the Committee (click here  to view a copy of the speech).

The outcome of the meeting was that we had partial success in that the Planning Committee deferred the decision for discussions to take place between the Developers and the Planning Officer, Mr Williams, with a view to having a reduced mix of houses, and in particular they did not like the layout of affordable houses. The Committee wanted more information on the ability of the school to cope with the increased population and also wanted more information abut the traffic likely to use Southfield Lane.  The Committee also wanted the Planning Officer, mr Williams, to give much greater consideration to the comments made by HBC's Conservation Officer.

The Parish Council do not think Linden Homes will want to delay and will probably submit new plans by March 2016.
